NEWSANTARA, malangpost.id – Mulai November 2023 mendatang, tenaga honorer akan dihapus pada seluruh instansi pemerintah. Aturan penghapusan tenaga honorer tersebut tertuang dalam Surat Edaran Menteri PANRB Tjahjo Kumolo perihal Status Kepegawaian di Lingkungan Instansi Pemerintah Pusat dan Pemerintah Daerah.
Salah satu poin dalam Surat Edaran bernomor B/185/M.SM.02.03/2022 perihal Status Kepegawaian di Lingkungan Instansi Pemerintah Pusat dan Pemerintah Daerah tersebut adalah adanya larangan pengangkatan pegawai di luar status PNS dan PPPK.
Selain itu, Tjahjo menugasi para Pejabat Pembina Kepegawaian (PPK) untuk melakukan pemetaan pegawai non-ASN di lingkungan instansi masing-masing dan bagi yang memenuhi syarat dapat diikutsertakan atau diberikan kesempatan mengikuti seleksi calon PNS maupun PPPK.
Instansi pemerintah,
Kementerian/Lembaga/Daerah (K/L/D) juga diminta untuk menyelesaikan masalah pegawai non-ASN yang tidak memenuhi syarat dan tak lulus seleksi CPNS dan PPPK paling lambat 28 November 2023.
“Pejabat Pembina Kepegawaian ditugaskan menghapus jenis kepegawaian selain PNS dan PPPK di lingkungan masing-masing dan tidak melakukan perekrutan pegawai non-ASN atau honorer,” isi dari Surat Menpan RB Nomor 185/M.SM.02.03/2022, sebagaimana kami lansir pada Sabtu, 4 Juni 2022.
Tenaga honorer bisa diangkat menjadi Pegawai Pemerintah dengan Perjanjian Kerja (PPP) atau Pegawai Negeri Sipil (PNS) dalam suatu instansi, namun harus mengikuti seleksi dan sesuai persyaratan yang berlaku.
Jika tenaga honorer tidak lolos atau tidak memenuhi persyaratan, akan dilakukan pengangkatan pegawai melalui pola outsourcing (tenaga alih daya) sesuai kebutuhan di masing-masing instansi. Kebutuhan tenaga lain seperti pengemudi, satuan pengamanan, dan tenaga kebersihan diharapkan dilakukan dengan mempertimbangkan keuangan dan sesuai karakteristik setiap instansi.
Lebih lanjut Tjahjo menyebut keberadaan PP tersebut memberikan kepastian status kepada pegawai non-ASN untuk menjadi ASN karena sudah memiliki standar penghasilan. Sedangkan tenaga outsourcing di perusahaan menurutnya, sistem pengupahan tunduk kepada UU Ketenagakerjaan, di mana ada upah minimum regional/upah minimum provinsi (UMR/UMP).
“Kalau statusnya honorer, tidak jelas standar pengupahan yang mereka peroleh,” jelas Tjahjo.
Menpan Tjahjo pun memperingatkan para pejabat yang tidak mengindahkan amanat sebagaimana di atas dan tetap mengangkat pegawai non-ASN akan diberikan sanksi berdasarkan ketentuan peraturan perundang-undangan. Selain itu, Tindakan tersebut dapat menjadi bagian dari objek temuan pemeriksaan bagi pengawas internal maupun eksternal pemerintah.
