KAMPUS, Malangpost.id – Sistem Akuntabilitas Kinerja Instansi Pemerintahan (SAKIP) merupakan integrasi dari sistem perencanaan, penganggaran dan pelaporan kinerja yang disusun oleh setiap pemerintah daerah.
Melalui Governance Laboratory Fakultas Ilmu Administrasi yang tergabung dalam Tim Dosen Berkarya Universitas Brawijaya (UB), Pemerintah Kabupaten Pamekasan menjalin kerjasama guna menyempurnakan aplikasi SAKIP.
Kerjasama secara resmi dilakukan dengan penandatanganan surat peranjian kerjasama (PKS) yang dilakukan pada hari Senin, 5 Juli 2021 di Pamekasan yang ditandatangani oleh Kuasa Pengguna Anggaran Bagian Organisasi Pemerintah Kabupaten Pamekasan Drs. Bachtiar Effendy, M.Si dan Kepala Governance Laboratory Dr. M. R. Khairul Muluk, M.Si sebagai landasan dalam penyusunan Sistem Informasi Akuntabilitas Kinerja Instansi Pemerintah Kabupaten Pamekasan Tahun 2021.
Kerjasama menggunakan konsep collaborative government, yakni terselenggaranya kolaborasi instansi pemerintah dengan aktor-aktor non-pemerintahan yang diwakili oleh akademisi dan ahli dari Universitas Brawijaya dalam mengimplementasikan peran kebijakan publik. Sehingga Universitas Brawijaya menghadirkan para ahli dalam melakukan pembimbingan dan pendampingan pada rangkaian kegiatan tersebut.
Tiga Lingkup Kerjasama Aplikasi SAKIP Pemerintah Kabupaten Pamekasan
Terdapat tiga ruang lingkup dalam kerjasama, yakni penyempurnaan aplikasi, peyusunan modul dan sosialisasi penggunaan aplikasi SAKIP Pemerintah Kabupaten Pamekasan Tahun 2021. Bentuk kegiatan dilaksanakan melalui Focus Group Discussion (FGD), ceramah, studi kasus, dan pendampingan secara langsung dengan tujuan agar para peserta mendapatkan pengalaman dan pemahaman yang lebih mendalam terkait dengan strategi dalam peningkatan nilai SAKIP.
Kerjasama tersebut berlangsung mulai dari bulan Juli hingga Desember 2021. Dimana melibatkan beberapa dosen lintas fakultas yang ditugaskan sebagai tenaga ahli yakni Dr. M.R. Khairul Muluk, M.Si, Ir. Sutrisno, MT, Asti Amelia Novita, S.AP., M.AP., Ph.D, Suhartono Winoto, S.AP., M.AP, Lestari Eko Wahyudi, S.AP., M.AP dan Damas Dwi Anggoro, S.AB., MA.
Kerjasama ini bertujuan untuk meningkatkan efektifitas dan efisiensi dalam capaian kinerja lebih tinggi dari perangkat daerah dalam mengimplementasikan SAKIP. Melalui kegiatan kerjasama ini, Tim Dosen Berkarya dapat memberikan kontribusi positif kepada Pemerintah Kabupaten Pamekasan terutama Bagian Organisasi dan Sekretariat Daerah.
